Having come from Canada, I know for a fact that local calls are free for
areas much larger than a local exchange.  I used to live in a suburb
called Thornhill and it was free to ring anywhere up to Mississauga
which is a radius of at least 30k and has at least 3 million people in
between.  The charging scheme meant though that you pay around $30 per
month for the benefit.  But then, you really didn't have a choice since
it's the only plan you can go on.

I will be in on that..  It will be interesting to see how Telstra can
continue having the balls to start time charging knowing very well that
optus is going to be doing local calls just around the corner.  Plus
with a third carrier on the books (I think) once totally deregulated mid
this year.
