Illegal or just requiring a carrier licence? I didn't think the appropriate laws outlawed anything, they just made regulatory requirements. Telstra's going to have a carrier licence (duh) and I dare say that SkyNetGlobal (they actually operate the airport hotspots I believe) has one as well, so that's probably what makes it "legal".
