It's a continuation of a long-term trend.  I'm sure that all of us use
the guidelines in that document to deal with spammers at one point or
another;  AOL has just written them down in a policy document.

Perhaps the trend you're talking about is whether more ISPs will write
down and publish their spam policies.  One hopes the answer is affirmative.
