I think, when a person has a genuine fear of persecution in their own
country, it's quite just for them to enter another country to seek
refuge.  For example, my ancestors escaped from Germany to France, and
then to England, during WWII.  Being Jews, I think it's clear that had
they not done that then, I would not be here today.  They had no prior
permission to enter UK, but that didn't make it "not on" or "unjust".
