Thanks for the info Ross, this is very good.

On the point regarding most level one complaints being about billing, is it
worth thinking about some kind of industry standard bill form? I mean if you
look at mobile carriers, their bills are all different but seem to have a
similar loo and feel that makes it easier to understand.
