In case you hadn't heard, Adam now have 9 exchanges in Adelaide up and
running, with real customers on 8 of them today (Prospect being the odd
one out, since it was only ready about 8 hours ago) so I like to think
that it's a bit more than 'announced'!

As to the notion of a 'special', ordering enough DSLAMs to cover a whole
metro area at once does tend to give you some leverage with vendors :)
