As a hosting provider, we literally house tens of thousands of domains,
most of which don't have SPF records as our clients have not chosen to
implement them, although many do, not a significant amount.

With the introduction of the new laws, and, new software available,
we're going to have to magically create SPF records for thousands of
domains.

My question is this, for the bulk majority, can anyone see an issue with
adding the major Australian ISP's that are blocking port 25 to the
MAILSERVERS ALLOWED TO SEND MAIL FROM THIS DOMAIN field in the SPF
records? i.e. namely iprimus, iinet, Telstra and optus.

Could anyone suggest other ISPs that would be classified as a
safe-list-blanket-add-to-spf-records to create SPF records for any
clients that do not necessarily know if they use their mail/webserver or
their existing ISP to send mail?

Its just one method on the table at the moment, all input is welcome.
The intended purpose is to create as little havoc as possible when
implementing these records. We will be contacting any client that is
affected of course, but for many clients they wont have a clue as to
what we're talking about or what to do, so will take no action, and have
their mail break.
